Hi rob!

Cut outs are fine as long as nothing is added to the bow or rest that is not as per manufacturers spec. Some people add tape to the back of the riser if they have camo patterns or pretty patterns in their target colours that people could accuse them of sighting off.

I believe medals are 1,2,3 or awarded to competitors if there is less that 3 in a division. I do recall that they awarded left over bronze medals to 4th places in the bigger junior/cub divisions at the only WFAC I have been to as encouragement awards.

edit

I went and had a look

From the rules

and the World Indoor Archery Championships, gold, silver and bronze medals shall be awarded in each division competing. Class awards in the B and C class for the World Field Archery Championships only and will be determined by the number of competitors in each class.
1/1 2/4 3/7 4/12 5/20+

I believe that they give Gold Silver and Bronze for each discipline (ie a B grader may win B grade and also get an overall medal plus a class award)and Awards are given in the grades as per the above break down.

Re cutouts

Barebow - Recurve and Compound (B.B)
a. Bow, arrows, strings and accessories shall be free from sights, marks, blemishes or laminations which could be used for aiming.

I would read this to mean that you must tape the back of the riser if you have any warks what so ever and this would also include the back of an arrow rest like a Golden Premier that had lines all over it. Nothing about riser shape though.
