It's a way of sending quick messages. They pop up on the recipient's screen and they can reply straight away.

You have to 'allow' this to activate it...not sure whether you have done this, but in case you don't know how (I have been asked this before), it is just under User CP > Edit options about 1/2 way down the page...hope this helps!
