Having trouble grouping at the shorter distances 30 & 40m groups are the same size as at 50m. Paper test & bare shaft tests look O.K. Any suggestions :)

Have you checked for any minor clearance problems.
do you have a tail high tear in the paper or a bullet hole?

No clearance problems that I can see & I have bullet hole at 2m

It is preferably to have a tail high tear, this eliminates any risk of clearance problems, however small they may be.
Try raising your nocking point slightly and see how it groups then.
