If you purchased it new, and recently, the cables should have come with the laptop if it has the capability. i bought a ASUS laptop probably this time last year, and it came with the cable to do that.

To me that sounds like it's to connect to an additional monitor, not necessarily a TV.

TV-Out on a laptop would normally be S-Video.
As long as your TV also has a S-Video connection you should just need a S-Video cable.

would it be able to put sound through the TV with the cable. and i bought it last year probably around this time and it came with a cable that was like 3inches long so it was way to short to use

No. S-Video is only a video cable.
What you'll need to do is take the sound out of the headphone jack; ideally get a cable with a headphone plug on one end and a pair of RCA plugs on the other. They're cheap and easy to find at electronics shops (Jaycar or Dick Smith or whatever you have over there).

A 3-inch S-Video cable sounds a bit useless - is it some sort of converter cable? My desktop has a wee thing that splits the one plug into several kinds of cable.

Bring your notebook to the shop if you don't know how an S-video connector looks like because there are some manufacturers who go the funny way. The end FROM the computer is NOT the standard S-video one but the other end is. I had this short cable from one manufacturer which was said S-video to RCA. Spent a few minutes fiddling in the dark, rotating the thing quite a few thousand degrees, wondering why it wouldn't fit until I shone a torchlight in and realized that they were not the same because the S-video out on the notebook wasn't your standard type.
