IFAA Round Interpretation

What is the correct interpretation of the rules for the course layout for IFAA Field and Hunter rounds. Is it 2 units of 14 targets, giving a total of 28 targets for the round?
Or is as some say. For title shoots (state, nationals etc) this is unacceptable. You can

The reason that we see the 28 target used is simply a numbers thing..it's almost impossible to put large numbers of participants onto 14 targets.

The official rules state the shooting of 2 units (14 targets) or twice round one unit.
