I am just curious to see which clubs shoot IFAA, I am trying to get our club shooting it, but I'm not getting too much interest.
The ones I know of
Lilydale
Geelong
West Gippsland
Phoenix

We built an IFAA course at DVA a couple of years ago.
Not many people shot it.
It's still there, but in a state of disrepair.
Won't take much to get it up again though, just a hack and a slash, and repair a few butts.

Don't forget BMB they have some very good IFAA courses up there , except for the walk up that bloody hill :-?
Would love to see DVA get their IFAA course up and running again, hint hint :D

It's all there. We built it only about two years ago. All of the bricks are in the ground with the distance painted on, and most of the butts are there. A few butts have been borrowed for other courses, but that can be fixed.
Just needs a shave and a haircut.
I went to alot of effort in getting it built, after many requests from members. Had it set up with targets to shoot on, but very few people shot it
We did hold an IFAA round just prior to the World Masters Games Melbourne on it, which was a good thing.
I'd like to see it running again.
Overall though, with the inclusion of 3DAAA rounds, I think our whole field course structure needs an overhaul, as we now should cater for, 3DAAA 3D rounds, 3DAAA paper rounds, ABA paper rounds, IFAAA marked rounds, and FITA field.
Hopefully we can see some work in this area in the near future.

Is it okay to just set up a 14 target course and shoot it twice, so people can try it?

If you read this post you find that the "more correct" layout for an IFAA is 14 targets.

Yes, that's right - the basic unit of an IFAA round is a 14 target course, and it is quite correct to shoot the same course twice for a 28 target round.
Often at state or national championships (or some other local shoots) you will see 28 separate targets, but that certainly isn't necessary at all.

You can also setup 7 targets and double peg them and shoot them 4 times. Not legal, but great for practise.

Are IFAA faces available at archery stores?

You can order IFAA target faces from Action Graphics here in Australia. I'm not aware of any stores that carry them except Maverick Archery, which at one time had stock of the Five spot IFAAA indoor faces.

Do you have to be an ABA club to shoot IFAA? or can a 3DAAA or AA club set up a course?

As far as I know ABA only runs IFAA
At BMB we have IFFA once a month. But next year it will be going back to bimonthly as the interest is just not there. It's a good game but just not as popular as the others

You would certainly need to be an ABA club to hold an ABA sanctioned shoot under IFAA guidelines, but I can't imagine why on earth your club couldn't buy a set of IFAA targets, build a course, and let your members play the game at a club level.
