    Is TF2's Fortified Compound a compound bow?

    In the computer game Team Fortress 2, there is a weapon called "Fortified Compound". This is its wiki page: https://wiki.teamfortress.com/wiki/Fortified_Compound It contains an animation of it (upper-right corner) and a video in which it's used (scroll down, a bit, on most screens).

    As far as my definition before having read up on it goes, a compound bow is any bow which uses a pulley system to reduce the maximum force the user has to apply to the bow when drawing it per momentum of the arrow after leaving the bow. Wikipedia almost agrees with my definition:

    A compound bow is a modern bow that uses a levering system, usually of cables and pulleys, to bend the limbs.

    My question is whether there is a definition of the term "compound bow" according to which the Fortified Compound is a compound bow.

    Maybe I'm just wrong about how that bow works but I think it has no advantage over just using a string attached to both arms. Please correct me if I'm wrong.
